Article X NEWSLETTER The Neighborhood Council shall cause to be published a Newsletter reporting on the activities of the Neighborhood Council and the various committees and such other items as may be of interest to the members. Section 1. The Newsletter shall be published at least twice annually at least ten (10) days prior to each general membership meeting. Section 2. The Neighborhood Council may, in its discretion, solicit and accept paid advertisements to be inserted in the Newsletter. Section 3. Distribution of the Newsletter shall be accomplished by delivery to the various dwelling units and commercial establishments in the neighborhood. In additi 3.1 To any members of the organization not residing within the geographical boundaries of the neighborhood, provided that said member pays, in addition to their annual dues as set forth in Article IV, Section 2, and additional sum to be determined annually by the Neighborhood Council. 3.2 To such non-member persons, organizations, etc.: including but not limited to the City of Madison Department of Planning and Development, the Wisconsin State Historical Society, and the press, whose receipt of the Newsletter is deemed by the Neighborhood Council to be in the best interest of the organization, at no charge to the recipient.
