Minutes of the Old Market Place Neighborhood Association
3 June, 2002 General Membership Meeting
Attendance:
Members: Bob Sommerfeldt, Earl Salinger, Debra Stonko, Lee Christensen, Matt Meier, Brenda Konkel, Lisa Jansen, Fran Ingebritson, Paul Anderson, Pat Brenz, Erik and Olesya Minton.
Nonmembers: George Carran, Patti Coffey, Josh Day, Warren Kenney and John W. Sutton.
Introductions.
Announcements:
a. David Rusk will be speaking at Edgewood College on the topic of inclusionary zoning on June 19 at 7 p.m.
b. Take a Stake in the Lakes will be taking place June 15 at 10 a.m. Call Michael Basford for more information.
Reports:
Only the Housing and Development Committee met. Comments and recommendations were deferred until the individual items appeared on our agenda.
Warren Kenney discussed the history and background of the site. It was originally a well for the old low pressure water reservoir in the 6 hundred block of East Dayton. It was down graded to a water test site after the new reservoir was put into use. This site has been abandoned by the water utility. The City Council has passed a motion to put the excess property up for development by a nonprofit organization. The motion specifies a single-family owner occupied home be built on the property. Brenda Konkel had asked this organization at our March meeting if there was any objection to an action by the council to so dispose of the land and no objections were given. Two projects have been proposed for the site and the city is now asking which one if any we would support. One is by Habitat for Humanity, Dane County and the other is by Urbis Corporation. See the attached sheet distributed by the city for further information.
The meeting was opened up to discussion. Most of the comments were outside of the parameters of what the city is asking from us. Some of the things mentioned were “What if’s –
George Carran and Warren Kenney answered several questions about the site. It is zoned R5. It is possible to build a 3 bedroom, single family dwelling with 2 parking spaces. While the Water Utility had the above ground structure razed it is not known what remains below surface. The city did say we could delay our decision until our June meeting and still be inside the timing of the council actions. A motion was made and seconded to refer the matter back to the Housing Committee. The motion passed 8 for and 1 against.
Possible Uses of Breese Stevens Field.
There is a committee looking for uses for the field. Under the conditions attached to the property it must have a sports use. It is now used only for soccer. Are there uses compatible with this current use? There is not parking with this facility. It maybe possible to arrange for parking on the Mautz Paint Plant location, which is now up for sale. Some of the suggestions were: a child playground, a non-Olympic pool, field hockey, La Crosse, and public meeting space. A use of the area as a skateboarding park was also mention. Brenda Konkel said skateboarders were asked about the site and were not pro development. There will be a public hearing on the issue in October.
See attached handouts. Eric Minton is proposing to move the building currently on the address to a site he has purchased next to the Market Basket. He then intends to create a new apartment house on the site incorporating the areas behind Butler Place. He was looking for suggestions on how to continue with the design.
The minutes of the last meeting were approved with additions. The meeting was adjourned.
