Minutes of the Old Market Place Neighborhood Association

25 February, 2002 General Membership Meeting

Attendance:  Daniel Retzlaff, Brenda Konkel, Rudy Hecht, Dennis Mattson, Dawn Roemer, Pat Brenz, Fran Ingebritson, Earl Salinger, Jerry Bridgman, Keith Cohen, Matt Meier, Eric Fleming, Eric Minton, Bob Sommerfeldt, and Lee Christensen.

Introductions:

Announcements:  The Parks Department is looking for volunteers for it’s 6th Annual Earth Day Challenge on Saturday, April 20, 2002.  They are also looking for people to work on the gardens in James Madison Park.  Our Garden Committee chairperson, Ilse Hecht, was absent and the matter was referred to her.  The news sheet from the Parks Department was passed around.

Brenda Konkel reported vehicles parked in yellow curb areas by intersections are not being ticketed because the ordinance is in need of being rewritten by the city council.

Reports:  No committees met so there were no reports.

Approval of use of James Madison Park for the Magic Picnic:  David Wilcox from Madison Gay Pride Weekend is requesting our support for holding the Magic Picnic in James Madison Park July 20, 2002.  There would be music around the shelter area and they are requesting a beer garden.  The hours would be 1 p.m. till 5 – 7 p.m.  They are still negotiating with the city on exact hours.  The Police Department was requesting they have 300 to 400 dedicated parking places and two police officers present for the event.  A motion was made and seconded to table the issue.  Motion died with a tie vote.  A motion was made in support of the use of the park contingent on them again looking into the use of Olin-Turville Park and reporting back to us on the parking issue.  The motion was seconded and passed 7 to 0.

Item 7 was moved up without opposition. 

Consideration of a Conditional Use Permit for 309 North Livingston:  Daniel Retzlaff is requesting our support to change his second floor 4 bedroom apartment to an efficiency and a 2 bedroom.  After much discussion a motion was made to support subject to a limit of 3 persons in the 2 bedroom and 2 people in the efficiency.  The motion was seconded and passed 11 to 0. 

Brenda Konkel announced the Gates of Heaven as a voting place is to small for a presidential election and another place is needed.  It was suggested to use the lobby of one of the GEF buildings.  She also said it looked like there was going to be many conditional use issues coming before the neighborhood and suggested a committee be empowered to deal with them.  No action was taken on the suggestion. 

Officer Election:  After some discussion Erik Minton was elected as vice president without opposition.

Discussion of potential city budget cuts:  Brenda Konkel asked for ideas for where to cut the city budget.  Several suggestions were made.

Discussion of Developing a neighborhood plan for the area west of North Blair Street:  There was some discussion of funding the project with projections of at least $20,000.00.  We would have to raise at least half the amount.  CDBG funds are linked to the voting district, and would involve at least one other neighborhood association to use.  Several development issues were discussed including the addition of bedrooms to a house on Livingston Street.  The issue was sent to the Housing and Development Committee for review and to report back to the association.
