Advocate!

This commission, which replaced both the old Transportation Commission and Pedestrian-Bicycle Subcommittee, makes most of the decisions about biking issues in Madison. They meet monthly-- typically on the fourth Tuesday of each month at 5:00PM in room 260 of the Madison Municipal Building (on Martin Luther King, Jr. Avenue).

In August, 1998, the city started posting the minutes and agenda for these "PBMVC" meetings on its web page. That would seem to eliminate the need for us to post the agenda, but we will continue to archive the minutes because the city page only goes a month or two deep. Note also that the minutes and agenda are not exactly updated in a timely manner.

What we have here is a variety of the minutes of past meetings and the more interesting of the enclosures that go to committee members. Those soft enclosures have only been available since late 1997, which is why this archive only goes back that far.

Enclosures
Draft Field Evaluation of Experimental Yield to Pedestrian Signs discusses the status of Madison's federally-sanctioned experiment with in-street yield to pedestrian signs. Preliminary results show that sometimes they are effective, and sometimes they aren't. Recommended in this report is that the experiment be requested to be continued. December 17, 1998.

Request of Kristina Nairn Re. Improvements along Gammon Road is a cover sheet for the agenda item brought before the commission by newly-minted advocate Kristina Nairn. She's alarmed about the traffic speeds and facilities in the Elver Park area. Staff suggests that she talk to Madison bicycle staffers Arthur Ross and Steve Meiers and MMSD safety directory David Norman, and says the idea of improvements at Elver Park merits consideration. November 24, 1998.

Pavement Marking Summary compares technologies and costs for pavement marking. Esoteric, perhaps, but interesting to the engineer in us. November 24, 1998.

Resoluton Approving the Plans and Specifications for Old Sauk Project (which project converts it to four lanes). For the October 27, 1998 meeting.

Progress Update of 2/18/98 Response to Tim Wong's Petition Regarding the East Rail Corridor Bike Path. This is the second part; the first part of this is here, and the petition itself is here. For the October 27, 1998 meeting.

Staff Response to UW Lot 17 Project talks about staff comments on the proposed UW "lot 17," which is an 800-vehicle parking ramp near the Engineering Centers Building (just north of Camp Randall). For the October 27, 1998 meeting.

Staff Response to 3/24/98 Public Hearing Input on 1999 - 2001 Pedestrian-Bicycle Work Program and Budget

Accepting a Pedestrian/Bike Easement from University of Wisconsin Hospital and Clinics located in part of Lot 108, First Addition to the Plat of Junction Ridge, 451 Junction Road. and the cover sheet thereof. These are interesting because they relate to what might eventually become a west-side bicyclist "escape route," sorely needed as development has made both Old Sauk and Mineral Point "suicide routes." Specifically, the cover sheet mentions the intention of MadDOT to provide an overpass of the beltline near Black Wolf Road. (Added April 24, 1998.)

Public Hearing Will Air Kohl Center Traffic and Parking Concerns The hearing to be held at 6:00PM as part of the PBMV meeting, joint with the Transit and Parking Commission. (Added April 24, 1998.)

Proposed Change to Order of Agenda to Incorporate Speeding/Speeding Enforcement as Standing Item. (Added April 24, 1998.)

Proposed City of Madison Street Width Standards Proposed, that is, to allow narrower streets in residential areas. Horray!

Staff Response to East Rail Corridor Bike Path concerns raised by Mr. T. Wong. What concerns, you might ask? These concerns.

A Resolution to increase the reports of speeding to the Speeder's Hotline through the reporting of Crossing Guards and the cover sheet thereof talks about Ald. Golden's proposal to arm crossing guards with tape recorders so they can record the license numbers/makes of speeding autos for later reporting to the Speeder's Hotline.

Resolution 22862 is about spending $1.5M to expand Rimrock to four lanes, $150,000 of which would be City funds. This was proposed a small number of years ago, when it went down in flames, thanks in part to the efforts of the then-alderperson for the affected district. It's back!

Resolution 22889 is about "authorizing the Traffic Engineering Division to accept a grant for $76,000 from the Wisconsin Department of Transportation to maintain and expand a safety education program and authorizing the Mayor and City Clerk to enter into the grant contract." This money is to be spent on education for school children in 1998 and 1999.

700 to 780 Regent Street - Rezoning -- Amendment to PUD (GDP) and PUD(SIP) - Parking Ramp, Future Hotel & Office Building is where we learn about a big parking ramp planned for the 700 block of Regent Street. Nearly 1200 stalls!

Staff Report to the PBMVC's Referral of the Phase II, the Roadway Work, of the North Park Street Project is the response of staff to these commission concerns about the project:

Staff response to Transportation: A Challenge to Our Future from Downtown Madison, Inc. That document proposes a number of steps to increase downtown automobile parking.
